 * Levenberg-Marquardt minimiser
 * reference implementation using M1QN3
 * minimal QC (BGQC, optional PGE)
 * minimal diagnostics (cost function value, scaled cost function value, retrieval error estimates)
 * some generic interface for reading error covariance matrices for both background and
   observations
 * simplified error models for observations (Kursinski or so...)
The programs should be stable enough to tun in a quasi-operational environment (i.e., either
