But changes/extensions of the coordinate transformations and routines to account for leap seconds, were included in ROPP9.1, and there was nowhere to document them properly. (Some notes ended up in the Change Log.)  

So now is probably a good time to write a ROPP_UTILS User Guide.  This will bypass the need to include Appendix A ('ropp utils library') - which is effectively a cut-down version of a User Guide, and which could form the basis of it, along with the ROPP9.1 Change Log - in all the other UGs, as we do at present.
