refrac_20020901000213_chmp_u999_meto.nc: -19.69537

bangle_20020901000213_chmp_u999_meto.nc: 67.0613

ecmwf_20020901000213_chmp_u999_meto.nc: 67.0613

The start_times of refrac and bangle are also different, seems these are not the same underlying occultations.

Also, when running ropp_1dvar_refrac_ec, the output lat and lon entries are set to -99, -999 when using the above refrac and ecmwf file.
