one thing related to the ROPP UG, table 5.1 with georeferencing info:
for 'geoid undulation' (say U) it says: Difference between ellipsoid and
geoid

The meaning of the difference of two quantities A and B is a little unclear.
For me it tends to be A-B, and I thus conclude that the table says this:
U>0: when the ellipsoid is above the geoid
U<0: when the ellipsoid is below the geoid

However, my understanding is that the undulation is defined in
the opposite way:
U>0: geoid above the ellipsoid
U<0: geoid below the ellipsoid

If you agree, please update the text in the table in the next version
such that it is fully clear how U is defined.
