This is likely to be beyond the current scope of the ROPP-5 release.
Move milestone to ROPP-6 and switch owner.

Downloading external files is too dependent on the user's IT systems (installed comms-related tools firewalls, DMZs, etc), so I think this aspect is beyond the scope of ROPP to provide. A script chain the ROPP tools on a local file is more appropriate.
Issues of plotting and scripting language (since IDL is being phased out at the Met Office and is less common amongst our user-base than originally anticipated) is already subject to discussion in the context of the ROPP make test. Any development of a chain processor should be compatible with the testing solution. Python-based graphics is perhaps the favoured option for the latter.

Graphics as part of 'make test' being phased out entirely in favour of objective statistics tests. This enhancement ain't going to happen.
Functionality could be extended to (e.g.) download a file from UCAR COSMIC data centre, convert bg and ob files to ROPP format (using ucar2ropp), then process 1dVar, then plot. (See response to ROPP-3 questionnaire feedback from Fabrizio Pelliccia).
