Operational data and 'Full chain' tests added to Test Folder

Description
Test data for ROPP-4 need to be updated to include more recent data. In particular, operational GRAS refractivity and bending angle data need to be used for DRI.
Where possible, tests in the Test Folder system should use data as provided by GRAS SAF or UCAR COSMIC data providers, and use ROPP tools to process those files as part of the test. This will improve the sustainability of the Test Folder system, rather than requiring other external scripts to generate test files.

SG approval for operational refractivity product received mid-October. Stig provided all profiles from 1st April using operational chain for testing.
New tests are:
MT-IO-OP - thin all profiles
IT-FM-OP - comparison of forward modelled ECMWF background with operational GRAS
IT-1DVAR-OP - retrieval using all operational GRAS and ECMWF background profiles.
Now implemented and tested within the Test Folder. Note these data are an example of the 'full chain' implementation, given that the output from MT-IO-OP provides the input to IT-FM-OP, which in turn provides a background file for comparison to IT-1DVAR-OP.
