Revise ROPP User Guides

Description
ROPP7.0 would be a good time to revise the User Guides. In particular:
1) Kent notes that the ropp_pp user guide is a bit thin on the details of the ROPP geometry (WGS84 and EGM96 not mentioned).
2) I think we should probably separate the ropp_fm and ropp_1dvar User Guides. The combined one has become a bit unwieldy since we duplicated the refrac and bangle retrieval sections.

1) Added some references to WGS84 and EGM96 to the UGs, and updated rom_saf.bib accordingly.
