Description

ROPP (both invert_tool and occ_tool) often fails to find a best fitted climatology, and defaults to local MSIS instead. This needs to be better controlled. Possible the same as 'GLOBAL search error' in operations, but not sure. Fix might include the alternative SO method used in Struct. Uncertainty project.
