ropp_io RM build issues

Description
1) ropp_io refman still references cmtools.sty but this file is not included with ropp_tex (and if copied there, is still not found, nor if copied to $HOME/texmf/tex/latex/grassaf) In fact it only seems to find it if in the ropp_io/doc directory
2) the \PreparedBy command looks to be doing some typesetting before the \begin{document} command

3) Suggest adding a 'By' column to the doc sig table (between date & description) to hold e.g. change author's initials.

Item (1) is valid. Also found that system colortabl.sty is too old; CM's version copied and problem corrected. (Should this latter file be in ropp_tex too?)
Item (2) is cleared; I think because I wasn't picking up some other (missing) file(s).
Item (3) I have actioned and will be committed when all refmans have been updated to use this extra column (and the refmans also committed).
ropp_io v0.8 refman sucessfully built to pdf.
