In order to prepare for 1DVar's using state vectors on fixed pressure or fixed altitude levels, we need to provide a version of the hydrostatic integration on these level types, and put them into appropriate forward models.
This is a prerequisite to close #5.

ROPP v1.2 now contains support for fixed geopotential height levels (based on UM grid). ropp_fm has support for ECMWF-type grid (model_ecmwf/) and MetOffice-type grid (model_meto/).
Now committed to trunk and tested FM and 1dVar modules with both ECMWF and Met Office background data.
