Update config.guess and config.sub

ROPP8.0 beta reviewer Dave Offiler (UKMO) recommends:

Update config.guess and config.sub

... because the current ones (in ropp_<module>/) cause problems on Cygwin.

Specifically,

ROPP: all ./configure's fail due to an out-of-date config.guess supplied
with ROPP. The script suggests to download the current version from:
  ftp://ftp.gnu.org/pub/gnu/config/
but this is also out of date and the user is re-directed to:
  http://git.savannah.gnu.org/gitweb/?p=config.git;a=blob_plain;f=config.guess;hb=HEAD
for config.guess, and
  http://git.savannah.gnu.org/gitweb/?p=config.git;a=blob_plain;f=config.sub;hb=HEAD
for config.sub. The ROPP-supplied config.sub doesn't seem to give an any
problems, but it felt best to replace the pair together. A copy of each needs
to replace the ones in all ROPP modules.

So I'm not sure it does actually cause problems on Cygwin (yet).

Make changes at r4445.
