All path-dependent parameters as command-line options

Description
All path dependent parameters in *.cf files should be possible options on the command line when calling, e.g., ropp_pp_occ_tool. This so that we do not need to change these parameters in the *.cf files depending on whether we run things in production or tests. It will also make maintenance easier and reduce the risk of mistakes if we have only one set of *.cf files around.
A full solution should include all tools in ROPP, not just ropp_pp_occ_tool.
