Core dump on occultation with no LEO orbits

Description
In one case the LEO orbit from UCAR is NaN (possibly related to the time stamp which is 00.00).
occ file from the reprocessing:
occ_20110611_000000_GRAA_G014_R_2301_0010.nc
Handle the problem in occ_tool or perhaps already ucar2ropp so that it either fails more gracefully or no occ file is produced (with an error message)
Look for other cases of 00.00 time in atmPhs files and see if it is a recurring problem.
