Checks out OK. When we artificially trigger it by calling

ropp_pp_occ_tool infile.nc -navfile dummy.txt etc

it gives

Running t_pp_occ_1 (PP occ; default options) ...
 
FATAL ERROR (from ropp_pp_preprocess):  File with NDM data does not exist: dummy.txt.

as expected.
