Mainly changes to comments, but also includes removal of 

Z1 = min(Z1,Ztop)

(if Zscale is present) from ropp_pp_tdry.f90.

Also include the cosmetic changes to ropp_pp.f90 that were part of Stig's original r4533 revision.

Change committed to ROPP-11 at r6817.

Checks out OK. Closing ticket.
