No efc compiler tests attempted for v1.1 release - move to 1.2 milestone.

Probably fixed with new efc v5.4 compiler (other efc problems remain before reaching this stage in recent (v1.2) testing - see #133).

Given limited lifetime of NEC systems, not worth pursuing this ticket if the original problem appears again (ie is caused by still existing ROPP code bug and not by old buggy compiler).
