FM does not write out pressure and geopotenital levels it generated internally

Description
when running the ecmwf2ro_1d, the input geopotentials and pressure levels of the input background fields are just copied to the output file. Since ropp is internally generating pressure and geopotenial profiles from the input background fields, these should be written out. Otherwise the user will never know on which levels ropp actually calculated the bending and refractivity profiles unless he/she checks the code.

v1.2 development code now updated to trunk for release [1594]. This includes call to ropp_fm_state2rprof in tool ropp_fm_bg2ro_1d. Ticket closed.
