Description
Stig at DMI has shown improvement in O-B refractivity stats vs ECMWF using a '2 parameter' fitting method of MSIS climatology in the statistical optimization method.
This should be added (as a configurable option) in ROPP.

2-parameter fitting added to ropp_pp module for ROPP-4 and successfully tested. See [2280]. Updated user options added to User Guide documents. Test folder tests IT-PP-03 and IT-PP-04 now compare with data generated using Occ code with 2 parameter fitting.
