Description
Stig at DMI has shown improvement in O-B refractivity stats vs ECMWF by fitting method of MSIS climatology with a 'Global search' in the statistical optimization method. This looks through the MSIS data set looking for the most representative profile, rather than using that at local time/place.
This should be added (as a configurable option) in ROPP - lower priority than 2 parameter fitting #164.

Global MSIS search options added to ropp_pp module for ROPP-4 and successfully tested. See [2280]. Updated user options added to User Guide documents. Test folder tests IT-PP-03 and IT-PP-04 now compare with data generated using Occ code with global MSIS search.
