New global atrributes in NetCDF files

Description
To introduce the global atributes that we have in the ROM SAF Level 3 files into ropp_io_types.f90, so that we can also have those in our NRT NetCDF files (standardizing the ROM SAF products).
Caveat: Some (maybe just one) of the existing global attributes may be used in BUFR Header specifications (maybe needs to start with the word 'DMI'). This may have been solved some year ago, but should be checked. GTS dissemination will fail (did in the past for this reason) if the BUFR Header is wrong.
