This had already been done at r5919, as part of the shum < 0 work of #551. And the ROPP IO user guide was updated at r5935. Closing ticket.

Actually, make this resetting conditional on the use of the -nocheck_qmin option in ropp_1dvar_refrac and ropp_1dvar_bangle at r6229. Change log updated at r6230 and IO UG at r6231.

The reference file for the ucar2ropp core test also needs updating; this has been done at r6251.
