Only applied to ropp_pp_spectra_tool.f90. Note that
-mfileoption has been deprecated in favour of-msisfile, because the latter is the one used in the phase model.Need to update ropp_pp_spectra_tool.1 man page too.
Has no effect on the spectra core test because it doesn't call any of these options.
Commit change at r6845.
No need to update PP UG, as the spectra tool is not documented that thoroughly.
