Stig tells me that DMI are happy not to use SOFA lib by default.
Closing ticket.
Already included in ROPP9.1. Note that by default the code doesn't exploit the SOFA library to do the ECI-to-ECI transformation (or the ECI <--> ECF ones elsewhere, for that matter). Ask DMI if they're happy about this, and leave ticket open until we know.
